Lula assumed his historic and challenging third presidency in a turbulent context , with arrests for terrorist actions, demonstrations of concern about possible attacks on the lives of both presidents (the outgoing and the incoming), the temporary ban – ordered by the Supreme Federal Court – on using weapons in the federal district, a radicalized society and the possibility of decreeing a “state of defense” to guarantee social peace, a measure that the Brazilian Constitution endorses in special circumstances and for the limited period of 30 days, which ultimately did not happen.
