Today's democracies require greater participation in public life and government decisions by citizens and civil society organizations; and a constant improvement in the quality of representation by legislators. In this context, parliaments, the principal democratic forum of nations, face the new challenges of the 21st century, characterized by profound challenges regarding the legitimacy, level, and quality of citizen representation by their members; the increased complexity produced by scientific and technological advances and constant innovation in a rapidly and permanently changing world; and the growing importance of the executive branch of government, among others.
The International Center for Parliamentary Studies, Research, and Foresight (CIDEIPP), of the Austral School of Government, aims to contribute through education, training, research, foresight, and excellent university extension services to a greater understanding, empowerment, and effectiveness of representative entities, particularly parliaments, their organizations, parliamentarians, and parliamentary staff, in the context of their local and national realities, and their regional and international projection.
In this way, CIDEIPP seeks to contribute to the construction of modern, independent, proactive, efficient, and effective parliaments and representative bodies that achieve high levels of legitimacy, credibility, and trust. These parliaments are also transparent and close to the people; they cultivate respect for pluralism, dialogue, and consensus-building; they occupy a central place in the system of government; and they fully fulfill their functions and constitutional commitments, duly informed by evidence, thus contributing to the sustainable development of the societies they represent, while also contributing to the solution of global challenges.
The CIEIPP is supported by the Hanns Seidel Foundation of Argentina.

Against this backdrop, parliaments, the main democratic forum of nations, face the new challenges of the 21st century. These challenges have to do with legitimacy, the level and quality of the representation of citizens by legislators; a higher complexity resulting from scientific and technological progress and constant innovation in a world under a process of rapid and continuing transformation; and the growing prominence of the Executives, among others.
At the Austral University School of Government, the Center for Parliamentary Studies, Research, and Forward-Looking Planning proposes to contribute via education and training, research, forward-looking planning and university outreach service of excellence, for a better understanding, empowerment, and effectiveness of representative entities, especially parliaments, their organizations, legislators, and parliamentary personnel, within the context of their local and national realities, and their regional and international projection.
This is how the Center contributes to the construction of modern, independent, proactive, efficient, and effective parliaments and representative entities, which attain high levels of legitimacy, credibility, and trust. In turn, those parliaments and representative entities must be transparent and close to the people; must cultivate respect for plurality, dialogue, and consensus building; they must occupy a central place within the system of government; and they must fully fulfill their constitutional functions and duties, based on evidence, contributing to the sustainable development of the societies they represent, while contributing to the solution of global challenges.
