The conference " Towards a new public procurement: lights and shadows of electronic platforms and AI ", organized by the Public Procurement Observatory , the Department of Administrative Law and the Public Procurement Specialization , was an excellent and comprehensive activity that reflected the current agenda of administrative law and the impact of technology on public procurement.

The presentation of the Public Procurement Manual of the Province of Buenos Aires reflected the importance of having updated regulations and guidelines focused on achieving more effective and efficient management. As Professor Jaime Rodríguez Arana Muñoz states in the prologue:

"A clear and useful work for operators in the contracting sector in the province of Buenos Aires, it warns us that freedom can be exercised as long as the basic needs of people are satisfied, which is true from the execution of a timely public procurement process."

The event also included the presentation of the Observatory's research project, " Regulatory Diagnosis and Analysis of the Implementation Status of Electronic Public Procurement and the Use of Artificial Intelligence in Argentina. " This initiative aimed to survey and analyze the state of electronic public procurement at the national level, in the provinces, and in the Autonomous City of Buenos Aires, and to identify and explore the level of adoption of artificial intelligence tools. This impeccable work, which benefited from the collaboration of students from the Faculty of Law, led to the identification of the challenges that provincial administrations still face.

The vulnerabilities that artificial intelligence can generate in public procurement processes were the subject of special analysis, particularly due to the ethical challenges involved and the need to protect personal data.

The incorporation of artificial intelligence and electronic platforms in public procurement, based on international experience objectively shared by professors from Ecuador, Chile, and Costa Rica, confirmed the urgent need to guarantee transparency , as digital modernization requires balancing operational efficiency with the management of ethical risks and the development of new analytical skills in public agents.
