Evaluating the evaluation

It is certainly difficult to imagine governing an education system without standardized, census-based, or sample-based exams that allow for monitoring the system's functioning and quality. These assessments measure some aspects of quality, but not all. They tend to be quantitative, given the number of participants, and it is in this quantitative approach that many qualitative elements of the educational phenomenon are overlooked.
