Lawyer graduated from the Pontifical Catholic University of Argentina Santa María de los Buenos Aires in 1981. He obtained his Doctorate in Law in 2006 from the Faculty of Law of the Universidad Austral (Buenos Aires) with her thesis "The Principles of Customs Law. General theory and application to the problem of the inaccurate declaration infringement", being rated "Summa Cum Laude".

From 1982 he worked in various areas of the then National Customs Administration, representing it before different administrative and jurisdictional bodies until his retirement in 1992, when he was head of the legal division of the interior ministry.

He is a professor of customs law at the National University of Buenos Aires, the Universidad Australand the Foundation for Advanced Studies in Commercial Sciences. He has taught courses in his specialty at the Catholic University of Argentina, the University of Palermo, the National University of the Northeast, and the Buenos Aires Bar Association, among others.

Among his most important works are "Customs Offenses" (Lerner editions, 1983); "Customs procedures in the Latin American integration process" (Foundation for Advanced Studies in Commercial Sciences, 1992); "Free Zones" (Collaboration with Dr. Susy Bello Knoll, Depalma Publishing House, 1998), "The Principles of Customs Law" (Marcial Pons editions, 2008) and "Customs Infraction Regime" (Marcial Pons editions, 2011).

He has published numerous articles in his field in prestigious legal journals such as El Derecho, La Ley, LexisNexis, Revista Argentina del Régimen de la Administración Pública, and Revista de Estudios Aduaneros of the Instituto Argentino de Estudios Aduaneros, among others. He is a regular contributor of articles related to his area of ​​expertise to the newspaper "La Nación," in its Foreign Trade supplement.

He belongs to the Buenos Aires Bar Association. He is a member of the Institute of Economic Public Law of the Buenos Aires Bar Association, and of the Center for Integration Studies of the Faculty of Law of the Universidad Austral and is a full member of the Argentine Institute of Customs Studies.
