Launch of the International Action Guide for Local Governments

30.10.2023

Author: CIG

Together with the Konrad Adenauer Foundation and Paradiplomacia.org, the Center for International Strategies of Governments and Social Organizations launched its International Action Guide for Local Governments.

El Center for International Strategies of Governments and Social Organizations (CIG)The Konrad Adenauer Foundation (KAS) and Paradiplomacia.org published their guide to international action. The document covers the internationalization of local governments, the dimensions of action for city and regional government diplomacy, the development of internationalization as public policy, and action planning as an instrument for change. It also presents case studies of international strategies from the City of Buenos Aires (Argentina), the City of Cuenca (Ecuador), the Province of Jujuy (Argentina), the City of Bogotá (Colombia), and the City of Mendoza (Argentina).

The Guide emerges as a practical tool to enhance the international action of cities and provinces in a global context where the role of these governments is increasingly prominent. Currently, half of the world's population lives in urban areas, and by 2050 this will increase to two-thirds. High population mobility is another challenge facing local governments, as people relocate in search of a better quality of life or new opportunities.

Thus, to face these new challenges, the world's major cities are forced to increase their international prominence, begin a process of internationalization, and generate dividends that will bring development to their territories.

In this sense, the International Action Guide for Local Governments pursues the same objective as CIG: to promote international action as a vehicle to enhance local development in all its dimensions, understood as the political decision and public tool of subnational governments that deals with promoting international integration, through a strategy and objectives aimed at taking advantage in an articulated way of the opportunities of the external context and the needs of the territory.
