Food safety

The research entitled: "Eating healthy and exporting food security to the world: Contributions to a National Food and Nutritional Security Policy”, It is a joint effort between the Agribusiness and Food Center (CEAg) of the Universidad Austral , FAUBA and the Center for Studies on Food Policies and Economics (CEPEA) together with the School of Nutrition of the UBA.

“Argentina can and should feed its population healthily, while also strengthening and developing its export capacity. It could even become a true exporter of food security to the world.” This is one of the main conclusions of this research.

This academic work aimed to harmonize the need to ensure a healthy standard of healthy eating for the Argentine population and The competitiveness of the agri-food sector by increasing the country's exportsThe most relevant contribution of the work is the proposal of guidelines for a national food security policy.

The central questions that guided this work are: Does Argentina have the conditions to guarantee its inhabitants full access to sufficient and healthy food in the broadest sense of the term, while simultaneously being a provider of food and food security to the rest of the world? What other experiences can serve as a model for Argentina so that the country can guarantee internal food security while becoming an international food supplier?

To contribute to a constructive reflection that responds to the different needs, all aimed at the important objective of ensuring sufficient and healthy food for Argentinians (especially those in situations of extreme poverty) without discouraging production or sacrificing competitiveness, guidelines for the design of public policies were developed, some of which are:

  • Coordination and articulation of Food Security Programs.
  • Promoting food exports to the world by taking advantage of existing opportunities.
  • Linking the Universal Child Allowance (AUH) as an instrument to promote healthy eating through discounts on healthy foods.
  • Generation of Integrated Information Systems.
  • Development and application of monitoring and evaluation tools.
  • Design of a comprehensive communication strategy for Food Education.
  • Design of a National School Feeding Policy.
  • Subsidizing demand without supplying the supply.
  • Analysis of the advisability of reducing Food Taxes.
  • Alignment of agricultural production policies with food policies.

The study concludes that there is sufficient evidence that the quality of diet and the environments surrounding it are the main problem and challenge to food security for the general population and the poor in particular. Within this framework, strategies implemented through various food programs or the Universal Child Allowance (AUH) that have focused on demand and restrictive interventions on supply do not appear to have addressed the issue of nutritional quality. The research argues that addressing the issue of quality in food security policies implies a significant qualitative leap, a new generation of food programs that need not only strengthen but actually enhance Argentina's participation in the international food trade. This is because improved diet quality would progressively lead to larger exportable surpluses. All indications are that with a strategic vision for public policies, there would be no conflict between meeting domestic needs and achieving favorable export integration.
