• This module focuses on strategic planning as a process and tool for public-private cooperation in local development. To this end, it first distinguishes between different conceptions of strategic planning, both from a conceptual standpoint (local strategic planning as synonymous with a government plan) and a practical one (planning as a simple tool vs. planning as a key process).
