Artificial intelligence (AI) is transforming all sectors of society, including the functioning, services, and decision-making processes of parliaments. While academics, practitioners, and parliamentary administrations worldwide have begun to explore the impact of AI, there is currently no certified academic course that systematically examines this emerging field.

In this context, the course “Parliaments and Artificial Intelligence”, offered jointly by the Universidad Austral The University of Luxembourg aims to become the first of its kind globally. It draws on cutting-edge research, practical case studies, and experiences from AI initiatives in parliaments around the world.

The course has been designed and is led by Professor Dr. Fotis Fitsilis, a renowned international expert in parliamentary innovation and artificial intelligence, and Professor of AI and Parliamentary Governance at the Universidad Austral, with the support of internationally renowned guest lecturers from academic institutions and parliaments around the world

Objectives

Participants who complete the course:

  • They will acquire a fundamental and applied understanding of cutting-edge AI technology;
  • They will interact with AI concepts relevant to the parliamentary work environment;
  • They will be able to examine practical cases on the adoption of AI in parliaments around the world;
  • They will understand the governance, ethical, legal and regulatory frameworks for AI;
  • They will develop skills to evaluate, design and/or implement AI applications in the parliamentary workspace;
  • They will collaborate with leading experts and professionals who are driving AI initiatives in parliaments; and
  • They will be able to develop well-founded recommendations for the integration and transformation of AI in parliamentary institutions.

Mode

  • The total duration of the course is 30 academic hours, divided into ten (10) master classes of three (3) hours each.
  • The sessions will be held on Tuesdays from May 5 to July 7, 2026, at 10:00 am (GMT-3, Buenos Aires, Argentina time).
  • It is structured into five (5) thematic modules that combine lectures, debates, case studies, practical analysis, and special sessions with guests. Each module consists of two lectures.

No prior experience in AI is required to participate in the course. However, a basic understanding of AI concepts can facilitate smoother participation in class discussions. Participants without prior experience will be provided with the necessary conceptual foundation upon request.
