New series of CIG reports on foreign trade and provinces

El Center for International Strategies of Governments and Organizations (CIG) of the Universidad Austral presents first edition from his new series of quarterly reportsEntitled “Strengthening subnational export capacities: Analysis of the performance of Argentine foreign trade in 2025 and its territorial dimension”.

This first report analyzes the Performance of Argentine foreign trade in 2025 with a focus on the role of the provinces in the generation of exports. Based on data by export complexes, provincial origin and commercial destinations, the document identifies a growing differentiation in the geography of the country's international insertion, with an agro-industrial Pampas region, an energy Patagonia and a NOA and Cuyo in mining transition.

The analysis shows that this territorial heterogeneity generates differentiated opportunities and constraints that cannot be addressed through uniform national strategies. In this context, the report highlights the The need to strengthen subnational institutional capacities—in export promotion, investment attraction, and business intelligence—is a condition for sustaining export growth. and improve the quality of international integration. It also proposes moving towards a multi-level public policy architecture, based on differentiated internationalization strategies according to the productive profile of each territory.

The new series of quarterly reports from the CIG seeks to provide evidence, analysis and recommendations for the design of public policies aimed at improving the international integration of Argentine provincesThrough regular monitoring of key foreign trade trends, the series will identify structural transformations, territorial dynamics, and strategic opportunities for productive development.

In Argentina, as in other countries with federal systems, provinces and cities play a central role in international economic integration. In a global context marked by the energy transition, the reconfiguration of value chains, and the growth of strategic sectors such as mining and the knowledge economy, subnational governments face the challenge of strengthening their capacity to compete, cooperate, and position themselves in international markets.

The CIG was created in 2023 within the School of Politics, Government and International Relations of the Universidad Australwith the aim of improving knowledge about global trends and international strategies of provinces and cities. Its work is organized around three complementary pillars: training, research, and technical assistance, geared towards connecting decision-makers with academia, the private sector, and international financing and cooperation institutions.

Horacio Augusto Pereira holds a Master's degree in Public Policy from the Universidad Austral and holds a degree in International Trade from the National University of Quilmes. He works as a consultant, analyst, and researcher specializing in productive development, industrial policy, and international trade, with a focus on the energy and mining sectors.
