Presentation

Public procurement plays a significant role as an object of study and research given its impact on the economic and social development of states. Furthermore, it now requires systematic management, like a project, carefully considering all its stages.

The approach chosen to design the curriculum stems from the fact—verified by the experience of both students and faculty—that professional practice demonstrates that public procurement is planned and managed, at all stages, with an interdisciplinary approach, both from the applied areas of knowledge and from the professionals involved. Therefore, comprehensive, interdisciplinary training with a strong practical focus is of paramount importance.

From Specialization in Public Procurement We understand that preventing, detecting, punishing, and eradicating corruption is everyone's responsibility. For this reason, we will take a leading role in transmitting and teaching the principles that govern good public conduct, regardless of each student's position within society. We will also provide the tools and skills for teamwork and leadership required for comprehensive management of public procurement and contracting in the 21st century.

Objectives

➤ Acquire the tools to advise or implement in the planning, direction, monitoring, control and design of a public procurement.

➤ Develop the capacity for critical analysis of procurement regimes in order to evaluate their compliance with current constitutional and conventional guidelines.

➤ Learn about the latest trends and innovations in public procurement.

➤ Develop skills to lead or be part of work teams related to public procurement.

➤ To obtain and train practical professional skills through practical cases developed from common problems in the workplace.

The design of a postgraduate program with these characteristics has its origin in the experience gathered from more than ten years of teaching the Diploma in State Contracts and Public Infrastructure of the Universidad Australwhich constitutes the immediate antecedent of the Specialization in Public Procurement. Indeed, the interaction with the incoming students of the various cohorts of the Diploma program over the years, as well as the concerns, discussions and proposals that arose in the classroom between students and teachers, have been a constant source of information regarding postgraduate training needs, which are synthesized in this Specialization.

Professionals, Argentine or foreign, who, due to their work or academic activity, need to cultivate and acquire the professional skills necessary for effective performance in any area of ​​work within the field of public procurement, may be students of the Specialization in Public Procurement.

The graduate of the Specialization in Public Procurement of the Universidad Austral He is a professional with the skills, tools and technical knowledge to actively participate in the planning and management of public procurement, both from the public sector and the private sector.

The Specialization focuses on the planning and management of public procurement, as a project, in all its stages, training the student in interdisciplinary knowledge and from an integral vision of collaborative work in the public and private sectors.

To obtain the title of Specialist in Public Procurement from the Universidad AustralThe student must pass the required subjects and seminars, and a Final Integrative Project (TIF).

The Faculty of Law has a comprehensive and demanding Regulation of Specializations, which governs the life of the different actors in all its postgraduate programs: directors, professors, officials, students.
