From ecstasy to worry

Transitions are an interlude between regimes. They begin with signs of rupture within the ruling elite and challenge power structures, values, and institutions of the existing order. Their defining characteristic is uncertainty about who will lead the process, what the new rules of the game will be, the role of the armed forces, the restoration of freedoms and rights, and, above all, whether the process will lead to definitive democratization.
