Automation is often presented as a guarantee of efficiency and neutrality. A computer doesn't target taxpayers or choose to favor anyone; it executes instructions. But those instructions were defined by people who also receive complaints and can correct or stop the system. Therefore, when an automated mechanism produces clearly improper charges, attributing it all to "what the system did" doesn't explain much.
