Why can the opposition's election results in Venezuela be verified, but those of the National Electoral Council (CNE) cannot?

An analysis by several experts, commissioned by CNN, of the results offered by both the National Electoral Council (CNE) and the opposition group Comando Con Venezuela regarding the presidential elections in that country concludes that the numbers giving President Nicolás Maduro the victory “are a statistical improbability,” while the data published on a website by representatives of candidate Edmundo González Urrutia fit “mathematically and statistically.”
